SIEDA's Substance Abuse Services program is licensed by the Iowa Department of Public Health. Substance Abuse Services provides outpatient substance abuse treatment and evaluation services. Our programs begin with a thorough evaluation of the treatment needs of our clients followed by the development of a comprehensive treatment plan intended to address the specific concerns identified by the client. Aftercare and referral are also available.
EVALUATION Clients meet with a counselor to gain an understanding about the impact drug or alcohol use has had in the client's life. Following this process, the counselor will meet with the client to discuss any recommendations for assistance. SIEDA is authorized to conduct substance abuse evaluations required by the Iowa Department of Transportation for individuals who are charged with Operating While Intoxicated (OWI) or Zero Tolerance.
Court Ordered Substance Abuse EvaluationsDrug & Alcohol Services works closely with the local court system to provide substance abuse evaluations for the court. Evaluations may be either court ordered or individual referrals. Outpatient Treatment SIEDA offers outpatient care of varying intensity for adults and adolescents affected by substance abuse. Outpatient services are individualized to the needs of the individual. Both individual and group services are available. • Extended Outpatient Treatment

Outpatient Treatment (minimum of 9 hours per week) • Group Counseling • Family Counseling • Urinalysis • Referral Fees are based on family income. Title XIX and private insurance may cover most of the cost where available. Drug Court SIEDA Substance Abuse Services is an active participant in the Wapello County Drug Courts (Drug Court and Family Drug Court), providing a certified substance abuse counselor to function as a member of the team. Drug Courts works with substance-abusing offenders to help them recover from their addiction and avoid continued involvement in crime. The Drug Court team consists of a judge, prosecutors, defense council, probation/parole officers and treatment providers. Drug Court meets with the participants weekly in court and also requires that they are involved in treatment services, community service, frequent drug testing, and strict supervision.
OWI Class (12 Hours) Classes are offered for individuals who have been arrested for driving while intoxicated. The program helps participants estimate their level of risk for developing alcohol or other drug problems. It also helps the participant to develop a specific action plan to avoid further problems with alcohol or drugs and complies with the Iowa Department of Education and the Iowa Department of Transportation requirements under Iowa Law 321J2 and 321J17. The class, required by the court system prior to the return of the individual’s driver’s privileges, is 12 hours in length. The classes are conducted on the weekend. Comprehensive Prevention
Due to the multi-faceted nature of substance abuse, our prevention efforts must be comprehensive and include strategies for all members of the community. Our comprehensive prevention services are intended to impact all segments of the communities by providing information and education for the public. Staff focuses on workplace initiatives, mentoring projects, and community coalitions. Information Prevention Specialists assist communities to sponsor media campaigns such as Red Ribbon, Celebrate with Care, Healthy Baby Month, Project Graduation and Alcohol Awareness Month. Education Research based curricula are provided by prevention specialists to school districts, parent groups, youth and family committees. Alternatives Help for community groups in planning and promoting drug and alcohol free activities for youth and families. Social Policy Assistance to local groups and employers in organizing coalitions that work to comb at substance abuse in their communities. Problem Identification and Referral Collaboration with judicial systems to provide classes for first time offenders of possession of alcohol under the legal age. The Diversion Classes are also available for under age youths who have been involved in an alcohol-related infraction in the school system or an alcohol-related arrest. The Diversion Classes require the participation of the parent as well as the youth. Tobacco Cessation The Tobacco project works extensively with youth to develop anti-smoking messages to support youth who chose not to use tobacco. All substance abuse services are available in Appanoose, Davis, Jefferson, Keokuk, Lucas, Mahaska, Monroe, Van Buren, Wapello & Wayne counties. CONFIDENTIALITY All contact with SIEDA Substance Abuse Services is strictly confidential. All client information is protected under the Health Insurance Portability and Accountability Act of 1996 (HIPAA). No information will be released without the prior written consent of the individual.
