Iowa has become the first state in the nation to permanently legalize cocktails-to-go. A temporary measure was enacted earlier in the year to provide businesses some economic relief due to closures because of COVID-19. Other states also considering the measure are Texas, Florida, Ohio, Oklahoma, and Washington, D.C. In addition to mixed drinks, carry-out, and delivery of bottles of liquor, wine and beer are also permitted. All alcohol to-go is required to have a secure seal. Response from alcohol retailers has been very positive.
Laws governing alcohol consumption still apply. Iowans are still banned from drinking and driving and having open containers. In 2019, 70 crashes and 82 fatalities were alcohol-related. During this time frame, 62 crashes and 73 fatalities were alcohol-impaired. The effects of this legislation remain to be seen.
