State of Iowa Releases Community Services Block Grant State Plan

IOWA COMMUNITY SERVICES BLOCK GRANT CARES SUPPLEMENTAL

DES MOINES – Iowans have an opportunity to inspect and comment on Iowa’s proposed Federal Fiscal Year 2026-2027 Community Services Block Grant (CSBG) State Plan and Application.

The purpose of the federal CSBG Program is to provide assistance to states and local communities, working through a network of community action agencies and other neighborhood-based organizations, for the reduction of poverty, revitalization of low-income communities, and the empowerment of low-income families and individuals in rural and urban areas to become fully self-sufficient. The Iowa Department of Health and Human Services, Division of Community Access and Eligibility administers Iowa’s CSBG Program and is authorized by Iowa law to contract and distribute Iowa’s CSBG Program funds to Iowa’s community action agencies.

Copies of the proposed Iowa Community Services Block Grant 2026-2027 State Plan will be available for public viewing at all Iowa Community Action Agencies, the Iowa Community Action Association, and on the CAA Subdivision website: Community Services Block Grant | Health & Human Services from July 15 – July 28, 2025. Written comments regarding the plan will be accepted through July 29, 2025, at 8:30am, emailed to dcaa@hhs.iowa.gov with the subject “CSBG State Plan Comments”.

Sieda Seeking Candidates for Its Board of Directors

 

Sieda Community Action is seeking candidates from Davis, Van Buren, and Wapello Counties to serve as low-income representatives* on our board of directors. Sieda’s Board of Directors is the governing body of the nonprofit corporation and is responsible for establishing corporate policy, including matters related to the establishment of the agency goals and objectives, the agency’s program planning, the agency’s budget, and procedures and criteria applicable to its functions.

*Low-income representatives are chosen in accordance with democratic selection procedures adequate to assure that these board members are representative of low-income individuals and families. Sieda to Help with Iowa Individual Assistance Grant for Keokuk County for May 21 Disaster

 

On May 24, 2024, Governor Kim Reynolds issued a disaster proclamation in response to severe weather that occurred on May 21 for Calhoun, Cerro Gordo, Johnson, Keokuk, Marion, Scott, Shelby, Union, Washington, and Wright counties.  The governor’s proclamation activates the Iowa Individual Assistance Grant Program (IIAGP) and the Disaster Case Advocacy Program in these counties. Sieda Community Action will take applications for the IIAGP and Disaster Case Advocacy for Keokuk County. For information on Community Action Programs serving other counties visit the Iowa Community Action Association Webpage at iowacommunityaction.org

The Iowa Individual Assistance Grant Program provides grants of up to $5,000 for households with incomes up to 200 percent of the federal poverty level. Grants are available for home or car repairs, replacement of clothing or food, and temporary housing expenses. Original receipts are required for those seeking reimbursement for actual expenses related to storm recovery. The grant application and instructions are available on the Iowa Department of Homeland Security and Emergency Management website at  homelandsecurity.iowa.gov/assistance. Potential applicants have 45 days from the date of the proclamation to submit a claim.

The Disaster Case Advocacy Program addresses serious disaster-related needs. Disaster case advocates work with clients to coordinate services and resources to address disaster-related unmet needs, build a recovery plan, and access available resources. Children & Senior Christmas Programs in our Counties 2023

Sieda is working hard to secure the opportunity for low-income families to receive in some way gifts for Christmas. We have programs in December for the pre-qualified low-income senior households in several counties. As well as, Children’s gifts for 0-18 year-olds living in low-income homes in multiple counties. Plus, our centers provide Heating Assistance (LIHEAP) for those that qualify.

Sieda and other groups are trying to meet that need. Listed is county information on the programs we have at one of our centers or at a partnering group.

This year all Christmas gift programs cut off dates are the last day to apply for gifts. 

Be sure you apply by the deadlines or you will not be able to get gifts.

 

Appanoose County

Silver Bells Program provides seniors food bags. Applications were mailed to our 60-year-olds and older that are income qualified. You will receive a letter in the mail after November 21, if you signed-up. The Distribution will be Friday, December 8th, at the Sieda Appanoose County Resource Center. Please get applications in as soon as possible, we will be ordering food soon. For questions about donating food or senior gifts or with help with the application, please contact the Sieda Appanoose Center at 641-856-8437. 

For Operation Santa Program, you can pick up and drop off applications at the Sieda Appanoose Center at 111 North Main Street, Centerville. Applications need to be returned by November 14th to the Sieda Appanoose Center or mailed before.  Clients who apply have to be income verified. This can be done through Heating Assistance (LIHEAP) or can be done through other options at Sieda at 641-856-8437. For questions about Operation Santa, please call 641-437-3450.

 

Davis County ICARE Program

The Davis County community comes together to provide gifts and food boxes to those that apply to ICARE.  You can get an application at the Davis County Sieda Center at 203 South Madison Street, Bloomfield. You can call or text 641-640-9773. The applications have more details.

Applications need to be returned by Friday, November 17th, to receive gifts. This program provides nearly 300 individuals food or gifts for Christmas because of the donors and those that adopted from the Angel Tree at Brothers Market. Please call to see how to help.

The distribution will be a drive-thru on Friday, December 15th, at the Fairgrounds in Bloomfield from 8:00 till 2 pm.

 

Jefferson County Sieda Kid’s Christmas Program

Your amazing donations help provide toys, clothing, and other items. There will adoption mittens hanging on trees in a variety of places across Fairfield.

Applications for households with children 0 – 18 years old are available at the Sieda Neighborhood Resource Center at 2200 West Jefferson Avenue, Fairfield.  If you have questions or want to help please call or text 641-207-3454. The deadline for applications is Friday, December 1. You must return your application to pick up the slip with the time, date, and location of the distribution. Turn them in as soon as possible to be adopted.

The distribution will be Thursday, December 21st at the Golden Magnolia Sanctuary, 200 S. Main St. Fairfield.

Mahaska County Resource Center Kid’s Christmas

With your help, again this year, we hope to continue to help the children of low-income homes. If you are interested in donating or adopting, call or text 641-673-8609. 

Sieda Mahaska County Resource Center at 114 North Market, Oskaloosa, has applications available inside. You must return your applications by December 4th. Applications are for children 0 – 18 years old. Please get them in as soon as possible to be income verified and adopted. Please call or text 641-673-8609 if you have questions or need help.

The Distribution will be Friday, December 15th, 9:00- 3:30pm, at the Central United Methodist Church. If Adopted by the Police Department they will give you a letter with where and when to pick up gifts.

Van Buren County Christmas for Kids

Applications were due early October. You can call our Sieda Neighborhood Resource Center at 641-640-9773 for more information. If you applied you will be called with a date, time, and place to pick up gifts.

 

Wapello County Kid’s Christmas & Silver Bells Programs

Wapello County Resource Center holds two Holiday Programs with the help of the community. Silver Bells for the seniors, pick- up is on December 6th. Applications were mailed to those that qualified and should have been returned as soon as possible. You will receive a letter in the mail after November 21, if you signed-up.

For the Wapello County Kid’s Christmas Program, individuals, groups, businesses, and the Ottumwa Fire Department’s Sparky Claus adopted children. If you are interested in donating or adopting, please call or text (641) 682-8741. Gifts can be dropped at the Sieda Resource Center at 725 West Second Street, Ottumwa. This year we want to get everyone adopted so we won’t have a shopping day, like the years before.

Applications are available inside the Wapello Resource Center for children ages 0 to 18. Applications need to be returned by November 30th. Please get applications turned in as soon as possible to be adopted. Please call or text if you have questions or need help (641) 682-8741.

Again, this year we are trying to get every child adopted so there won’t be a shopping day. The day to pick up gifts will be Thursday, December 14th.

Problem Gambling

 

Problem gambling is one of the prevention priority areas chosen by Sieda Community Action, Behavioral Health, and Treatment Services through the Integrated Provider Network grant from the Iowa Department of Health and Human Services. Strategies include workplace policies and media campaigns that target community norms to increase awareness of the problem, and provide a resource to county residents and local businesses at the population level.

What is Gambling? Gambling is the activity where an individual risks money or other object of value to them in hopes to gain something of value, such as money. People gamble for risk-taking, an adrenaline rush, to have fun, to be social, or to cope with emotions. Some people will turn to gambling to cope with financial problems. Others will gamble to escape from and cope with life.

Anyone can develop a problem with gambling. Race, religion, age, education, income level, or male/female- it doesn’t matter who you are or what you do. You can develop a problem with gambling. Gambling includes buying lottery tickets, gambling at a casino, playing cards or dice for money, betting on sports games, playing slot machines, video poker, r other video gambling, gambling on the internet, betting on horses or dogs, and playing bingo.

Tobacco Prevention – Appanoose County Success Story

 

Lisa McConnell, Tobacco Prevention Specialist recently collaborated with an Appanoose County business owner regarding new Tobacco-Free/Nicotine Policy adoption.

She also shared resources to educate the business owner on the negative health effects of 2nd & 3rd hand-smoke along with information on electronic smoking devices.

The business owner completed the documentation and all requirements were met for this new Tobacco-Free/Nicotine Policy to receive free signage from the Iowa Department of Health and Human Services.  This new Tobacco-Free/Nicotine Policy went into effect on August 22nd, 2023.

Signage was ordered and then delivered on October 9th, 2023.

 

Sieda School Supplies Given for 2023

 

Thanks to our partnerships with businesses, individuals, and organizations, Sieda Community Action was able to provide school supplies to more than 500 students. Sieda’s School Supply Program distributes in Jefferson, Wapello, and to any families in need in our other counties to help low-income families with the concerns of preparing their children for school. This program provides supplies and backpacks for students in Kindergarten through 12th Grade at no cost to the caretakers. To qualify for school supplies, clients must have been income-eligible. School supplies were distributed at our Sieda offices in Ottumwa, Centerville, and Fairfield.

For the event in your county that might be a helpful source of school supplies please look at the table below. There are many wonderful and generous groups in the counties we serve that are doing what they can to help the families in our communities. Sieda will be at most of these events with a variety of our programs to give resources and/or supplies. 

Jefferson and Wapello County distributions are by the Sieda Resource Centers in those counties.

We now have school supplies available for Keokuk and Davis County at the 725 W. 2nd St. Ottumwa Sieda Resource Center.  Please call 641-682-8741 for details. This is for any that have gotten services with Sieda in the last 12 months, and are income qualified.  This is includes a bag and some of the supplies your student needs for school K-12th, or a PreK backpack.   Supplies available till school starts or supplies run out.

Sieda Community Action would like to congratulate Angie Mach for graduating from the Ottumwa Leadership Academy. Angie is the Maternal Infant Early Childhood Home Visit Program: HFA Assistant Program Manager. She is a member and was sponsored by Resilient Communities of Wapello County.

Ottumwa Leadership Academy is held annually for local leaders to collaborate, enhance their skills and learn more about the Ottumwa community. Beginning in August and ending in May each year, participants engage monthly with a day-long class and work as small groups outside of class in areas that are identified as needing improvement in the community.

All the groups are given a budget and work on a development project that will actually be implemented in the Ottumwa area in the future. Graduates leave the program with new skills, knowledge and a networking base of other professionals they can continue to work with to enhance the community together.
